The undersigned is directed to state that the issue of utilizing the services of retired officers for conducting departmental inquiries had been under consideration of the Department. It has now been decided that panels of retired officers from the Ministries/Departments under Government of India and PSUs would be created and maintained by the respective Cadre Controlling Authorities for conducting Departmental Inquiries against the delinquent officials.

Subject: Proposed guidelines on reiteration of instructions on verification of claims of candidates belonging to SCs, STs and OBCs for purpose of appointment to posts/services-reg.

It is proposed to reiterate instructions to State Governments/Union Territories regardingverification of claims of candidates belonging to reserved categories for the purpose of appointment to posts & services in Central Government.

2. It is requested that draft instructions may be posted on the website of the Department for inviting comments/ suggestions from various stake-holders including M/o Social Justice & Empowerment. Comments/suggestions received up to 8.1.2016 will be considered before the issue of instructions.

Subject: Implementation of e-service book in all Ministries/Departments.

The Service Book of a Government servant is a document to record all the events in his/her entire service period and career recording each and every administrative action of the Government servant right from the stage of his recruitment till his retirement to reflect: the history of. service of a Government employee. As per SR 198 & 199 such a Service Book is to be maintained for a Government servant from the date of his/her first appointment and is required. to be kept in the custody of the Head of Office in which he is serving and transferred with him from office to office.

Sub: Scheme for engagement of a dependent of deceased GDS on compassionate grounds – Clarification

Various issues in connection with compassionate engagement scheme were engaging attention of this Directorate for some time past and the same are clarified for the information of all concerned as under:-

Whether cases of married son living with parents and dependent for livelihood on the GDS on the date of death of the deceased GDS considered and rejected for compassionate engagement based on clarification on Point of Doubt No.2 vide Directorate’s letter No.17-17/2010-GDS dated 09.10.2013 can be reconsidered in the light of their consideration as dependent vide Directorate’s letter No.17-39/2012-GDS dated 14.01.2015?
Yes, clarification on Point No.2 of Directorate’s letter No.17-17/2010-GDS dated 09.10.2013 is to be treated non-existent/withdrawn ab-initio.
