Consequent upon implementation of 7th CPC pay structure, there has been number of references from field units inter-alia seeking clarification on continuation/ revision of rate 'two' additional increments (non-absorbable) granted to eligible Nursing Staff of Railways as per Para 160 of IREM Vol.1 1989 (revised edition) and Board's letter RBE No. 33/2012 dated 14.03.2012 (F. No. PC-VI/2010/1/7/5/1).

Highlights of UPS (Unified Pension Scheme)

Highlights of UPS (Unified Pension Scheme):

 
 

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, today approved the Unified Pension Scheme (UPS).

The salient features of the UPS are:

  1. Assured pension: 50% of the average basic pay drawn over the last 12 months prior to superannuation for a minimum qualifying service of 25 years. This pay is to be proportionate for lesser service period upto a minimum of 10 years of service.
  2. Assured family pension: @60% of pension of the employee immediately before her/his demise.
  3. Assured minimum pension: @10,000 per month on superannuation after minimum 10 years of service.
  4. Inflation indexation: on assured pension, on assured family pension and assured minimum pension

Dearness Relief based on All India Consumer Price Index for Industrial Workers (AICPI-IW) as in case of service employees

  1. lump sum payment at superannuation in addition to gratuity

          1/10th of monthly emoluments (pay + DA) as on the date of superannuation for every completed six months of              service

NOTE-  this payment will not reduce the quantum of assured pension

एकीकृत पेंशन योजना की मुख्य विशेषताएं इस प्रकार हैं:

1. सुनिश्चित पेंशन: 25 वर्ष की न्यूनतम अर्हक सेवा के लिए सेवानिवृत्ति से पहले अंतिम 12 महीनों में प्राप्त औसत मूल वेतन का 50 प्रतिशत। यह वेतन न्यूनतम 10 वर्ष की सेवा अवधि तक कम सेवा अवधि के लिए आनुपातिक होगा।

2. सुनिश्चित पारिवारिक पेंशन: कर्मचारी की मृत्यु से ठीक पहले उसकी पेंशन का 60 प्रतिशत।

3. सुनिश्चित न्यूनतम पेंशन: न्यूनतम 10 वर्ष की सेवा के बाद सेवानिवृत्ति पर 10,000 रुपये प्रति माह।

4. महंगाई सूचकांक: सुनिश्चित पेंशन पर, सुनिश्चित पारिवारिक पेंशन पर और सुनिश्चित न्यूनतम पेंशन पर

5. औद्योगिक श्रमिकों के लिए अखिल भारतीय उपभोक्ता मूल्य सूचकांक (एआईसीपीई-आईडब्ल्यू) के आधार पर महंगाई राहत, सेवा कर्मचारियों के मामले में सेवानिवृत्ति के समय एकमुश्त भुगतान, ग्रेच्युटी के अतिरिक्त, सेवानिवृत्ति की तिथि पर मासिक परिलब्धियों (वेतन + डीए) का 1/10वां हिस्सा, सेवा के प्रत्येक पूर्ण छह महीने के लिए, इस भुगतान से सुनिश्चित पेंशन की मात्रा कम नहीं होगी।

Subject: Instructions regarding implementation of Aadhar Enable Biometric Attendance System (AEBAS) for attendance of all Government employees, by various Ministries / Departments / Organizations (MDOS)

OFFICE MEMORANDUM

Instructions have been issued by this Department from time to time for observing punctuality by the Government employees. Responsibility for ensuring punctuality in respect of their employees rests with the concerned Ministry/ Department/ Organization (MDO). In this regard, instructions on implementation of Aadhar Enabled Biometric Attendance System (AEBAS) by Ministries/ Departments/ Organizations (MDOs) have also been issued from time to time. In its instructions issued by this Department vide OM of even number dated 23rd June, 2023, all the MDOs were, inter alia, advised to ensure strict implementation of AEBAS and periodically monitor the marking of attendance to ensure punctuality. However, it has been observed that despite clear instructions, several employees are not registering their attendance in Biometric Attendance System (BAS) and some of the employees have been coming late on a regular basis.

In pursuance of the Digital India Initiative, a system was developed in the Public Financial Management System (PFMS) for the use in all Civil Ministries and Departments to enable end to end digital processing of bills and claims from vendors, suppliers, contractors and all other types of payees of Government. The launch of ebill system was announced in the budget speech of 2022-2023 and was launched by Hon’ble Finance Minister on 2nd March, 2022. Currently, it has been implemented across various FAQs in Civil Ministries/Departments.

Subject: Roll out of the functionality developed in Pension module of PFMS to enable digital processing of arrears of pension/family pension and Fixed Medical Allowance in Pension module of PFMS.

The undersigned is directed to refer to the subject cited above and state that the functionality for digital processing of cases for payment of arrears of pension / Family pension and fixed medical allowance pertaining to 7th Pay Commission has been developed and deployed. Currently, these cases are being processed manually. Such cases arise when PAOs receive pension / family pension cases after a delay of more than one year due to some reasons and apart from pension disbursement, the arrears of pension and fixed medical allowance are required to be paid.

Subject: Reimbursement of Children Education Allowance and Hostel Subsidy in accordance with New Education Policy 2020.

The Government of India has implemented the New Education Policy (NEP) 2020. Keeping in view the NEP 2020, the following modification have been carried out in the para 2(p) of O.M. No. A-27012/02/2017-Estt.(AL) dated 17-07-2018:-

"The CEA and Hostel Subsidy is admissible in respect of children studying from three classes before class one to 12th standard (irrespective of nomenclature of class) and also for the initial two years of a diploma/certificate course from Polytechnic/ITI/Engineering College, if the child pursues the course after passing 10th standard and the Government servant has not been granted CEA/hostel subsidy in respect of the child for studies in 11th and 12th standards."

2. Further, it has also been decided to grant one time relaxation for reimbursement of CEA/Hostel Subsidy to those Government employees whose children have to repeat one additional class due to implementation of New Education Policy 2020.

3. The OM shall come in to effect from the academic year 2023-24 onwards.

4. This issues with the approval of competent authority.

Subject: Enhancement of gratuity on account of Dearness Allowance rising by 50%- reg.


As per para 6.2 of the OM no. 38/37/2016-P&PW(A)(1) dated 04.08.2016 issued by Department of Pension and Pensioners' Welfare, Ministry of Personnel, Public Grievances and Pensions, Government of India, the maximum limit of Retirement gratuity and death gratuity shall be increased by 25% whenever the dearness allowance rises by 50% of the basic pay.


2. Accordingly, the maximum limit of Retirement gratuity and death gratuity shall be increased by 25% to Rs. 25 Lakh from existing Rs. 20 Lakh on account of revision of Dearness Allowance payable to Central Government Employees to 50% of the basic pay w.e.f. 01.01.2024, subject to other conditions mentioned in the DoP&PW OM dated 04.08.2016.

The Labour Bureau, an attached office of the M/o Labour & Employment, has been compiling Consumer Price Index for Industrial Workers every month on the basis of retail prices collected from 317 markets spread over 88 industrially important centres in the country. The index is compiled for 88 centres and All-India and is released on the last working day of succeeding month. The index for the month of January, 2024 is being released in this press release.
