Subject: Mandatory reporting of vacancies in Group ‘A’ and Group ‘B’ posts to the Surplus Cell under Rule 3(1)(iii) and (iv) of CCS (Redeployment of Surplus Staff) Rules, 1990 – regarding.

The undersigned is directed to invite attention to the provisions of the CCS (Redeployment of Surplus Staff) Rules, 1990, relating to the reporting of vacancies in Central Civil Services and posts in Group ‘A’ and Group ‘B’ to the Surplus Cell of this Department.

2. In terms of Rule 3(1)(iii) and Rule 3(1)(iv) of the aforesaid Rules, all vacancies in Group ‘A’ and Group ‘B’ posts, which are proposed to be filled by Direct Recruitment or by Transfer/ Transfer on absorption, are required to be reported to the Surplus Cell in the first instance, prior to initiating any further action for filling up such posts.

SUBJECT: Master Circular on Investment Guidelines for Government Sector – UPS/NPS/APY Schemes- Central/ State Government (default), Corporate CG, NPS Lite, Atal Pension Yojana and APY Fund Scheme.

  1. This Master Circular is being issued in exercise of powers of the Authority conferred under sub-clause (b) of sub-section (2) of Section 14 read with Section 23 of the PFRDA Act, 2013 and sub-regulation (1) of Regulation 14 of PFRDA (Pension Fund) Regulations, 2015 as amended from time to time.
  2. This master circular supersedes the earlier circular dated 28.03.2025 and all the circulars/ letters mentioned in the Appendix.
  3. This master circular shall be effective immediately.

Pursuant to the Gazette Notification No. FX-4/2/2025-PR dated 13.11.2025 issued by the Ministry of Finance, Department of Financial Services, PFRDA hereby notifies the expansion of the existing Investment Choice Options under the NPS and UPS for Central Government (CG) employees. Two additional Auto Investment Choice options have been introduced, thereby increasing the total number of available choices to six.

Subject: Comprehensive Guidelines for the Nation-wide Digital Life Certificate Campaign 4.0, November 1st to 30th, 2025

The Digital empowerment of pensioners is the stated policy objective of the Government of India. In this regard, a Nationwide Digital Life Certificate Campaign is coordinated by the Department of Pension & Pensioners’ Welfare annually from the 1st to 30th November. The large scale Campaign is executed in collaboration with Public Sector Banks, India Post Payments Bank, UIDAI, MeitY, Pensioners’ Welfare Associations and stake holder departments of Ministry of Defence, Ministry of Railways and Department of Posts. In the last three years, more than 4.50 crore DLCs have been generated by pensioners belonging both, to the State Governments and Central Government. The DLC Campaign 4.0 is proposed to be held in November 2025 in 2000 cities/towns across India.

Reference is invited Commission’s Circular No. 015/VGL/091 dated 14.06.2023 on the aforementioned subject.

2. Para 4.6 of the above circular lays down that that “In case of a joint venture, all the partners of the joint venture should sign the Integrity Pact. In case of sub-contracting, the Principal contractor shall take responsibility of the adoption of IP by the sub-contractor. It is to be ensured that all sub-contractors also sign the IP. In case of sub-contractors, the IP will be a tri-partite arrangement to be signed by the organization, the contractor and the sub-contractor.”Integrity certification
